Horror Movies

One of the people I watch recently saw Paranormal Activity (The Movie) and ranted about it. They said it wasn't bad but they had a few criticisms on most modern Horror movies. Her criticism was that many modern horror movies are too over the top and thus defeat the sense of fear by making predictable plots in-your-face scenes that are generally not as scary as more subtlety made films. I was wondering what my watchers thought in terms of what makes a good horror movie and what movies would score high in there book.
